A Moment in Time: Meditating on Life

If our choices create reality, then what happens when we are yet to be born, inside the womb? Are we then conscious beings meditating on the life to come? At what stage do we start to "choose" ... The idea that our beliefs create reality... seems to me to be the fairest representation of the idea of free will.
